Baseline Screening Assessment (BSA)

PURPOSE
A Baseline Screening Assessment (BSA) is a precautionary meth screening test used where there are no to low concerns regarding meth-related behaviour.
The purpose is to qualify the presence of methamphetamine residues at the property.
Sampling ALL key areas in the property, means you have high confidence if meth is present or not.
This method is commonly used to establish a baseline condition of a property at the change of tenancy, and pre purchase of property as part of due diligence condition of offer (referred to as a toxicology report), when purchasing property.
OUR PROCESS
Individual (discrete) samples are taken from key areas within the property including bedrooms, kitchen, lounge, hallway, bathroom, laundry and other living spaces, including garage and other outbuildings, and sent to the laboratory.
The laboratory then composites the samples into groups of up to 10 samples for analysis.
Sampling follows the NIOSH 9111 sampling technique, aligned with NZS8510 and the regulatory requirements associated with the Residential Tenancies (Managing Methamphetamine Contamination) Regulations 2026.
Advantages
- One sample taken in each key area within the property
- Samples are collected individually but analysed as composite groups to reduce laboratory costs
- If results are low or non-detectable, no further testing is typically required
- Overall composite sample results can later be processed individually if more information is required.
- If analysed, individual results can be aligned directly with the relevant policy of reference
Disadvantages
- As samples are composited at the laboratory, the initial report represents the combined result of a group of samples – this is called the theoretical maximum
- If contamination is detected, 2nd stage processing may be required to isolate the individual sample locations
If the property is a residential rental, 2nd stage processing of the individual samples cannot be used to confirm the contamination levels of a property under the regulations; it is still a screening assessment.
A Detailed Assessment will need to be undertaken to meet tenancy tribunal obligations for reporting purposes and for the scope of works for decontaminating the property.

Discrete Area by Area Sampling – Lab Composite Screening

PURPOSE
An Area by Area Lab Composite Screening Assessment (AxALC) is a precautionary meth screening test used where there is some suspicion of meth related behaviour occurring.
The purpose is to qualify (Stage 1 Composite Group Reporting) the presence of meth in a property and if needs be quantify (Stage 2 Individual Sample Reporting) the distribution of meth in the property.
Sampling ALL key areas in the property, means you have high confidence if meth is present or not.
IMPORTANT INFORMATION
Even though individual results can be obtained, this service does not meet the definition of a Detailed Assessment under NZS8510:2017. Completion of a Detailed assessment is a requirement of the Residential Tenancies (Managing Methamphetamine Contamination) Regulations 2026 if a determination of contamination is to be made.
OUR PROCESS

If needs be, individual samples can be processed so the distribution of meth contamination and conclusions regarding indications of contamination can be made.
Advantages

- Composite analysis keeps initial testing costs lower than full discrete/individual sample analysis – you only pay for what you need
- Individual samples are held at the lab so they can be re-analysed if contamination is detected

Disadvantages
- More information collected means more time and cost
- If contamination is detected, additional laboratory processing or further sampling may be required
- Additional sampling may be required to meet the minimum requirements for a Detailed Assessment.

PURPOSE
An Area by Area Screening Assessment (Insights) is a precautionary meth screening test used where there is strong suspicion and it is more likely than not that meth related behaviour has occurred and conclusions regarding contamination need to be reached.
The purpose is to qualify the presence and distribution of meth in a property.
Sampling ALL key areas in the property, means you have high confidence if meth is present or not and moving directly to individual sample analysis means decisions can be made more quickly.
IMPORTANT INFORMATION
Even though individual results can be obtained, this service does not meet the definition of a Detailed Assessment under NZS8510:2017. Completion of a Detailed assessment is a requirement of the Residential Tenancies (Managing Methamphetamine Contamination) Regulations 2026 if a determination of contamination is to be made.
